In-home and Community Habilitation supports individuals as they learn, maintain, or strengthen skills needed for everyday life at home and in the community. Practical habilitation may involve activities such as using community resources, managing routines, making choices, developing daily living skills, and participating in community life. Pennsylvania identifies Home and Community Habilitation as an available developmental-disability service, with service delivery guided by the individual’s needs and applicable service plan.

Habilitation is most effective when learning happens in situations that are meaningful to the individual. Instead of simply completing a task for someone, support can focus on teaching, prompting, practicing, and reinforcing skills at a level appropriate to the person.
