Community Participation Support helps individuals take part in meaningful activities and develop valued social roles and relationships within their communities. Depending on the individual’s goals and authorized services, support may involve community activities, social opportunities, volunteering, skill development, or other appropriate forms of participation. Pennsylvania’s ODP describes CPS as supporting meaningful community participation, inclusion, relationships, and valued social roles rather than simply providing a place to spend the day.
Creating Meaningful Community Connections
Community participation should be purposeful and connected to the individual’s interests, abilities, and goals. Support can involve helping someone discover activities they enjoy, practice skills in real settings, and develop connections beyond paid staff.
-
Participating in community activities can give individuals opportunities to build relationships and explore personal interests.
-
Volunteering or other appropriate community roles can provide opportunities to contribute and develop a sense of purpose.
-
Practicing communication and social interaction in real-world settings can help individuals apply skills outside the home.
-
Exploring community resources can help individuals become more familiar with places, activities, and services available to them.
-
Making choices about activities can strengthen self-direction and encourage individuals to have greater control over how they spend their time.
Ways We Support Community Participation
The specific activities should reflect the individual’s interests, goals, abilities, and authorized service plan. Examples may include:
Community Activities
Supporting participation in appropriate recreational, cultural, educational, or social activities.
Social Connections
Encouraging opportunities to develop and maintain natural relationships within the community.
Volunteering
Supporting appropriate volunteer experiences when they align with the individual’s interests and goals.
Community Skills
Practicing communication, navigation, decision-making, and other practical skills in real community settings.
Personal Choice
Helping individuals identify and participate in activities that reflect their interests and preferences.
Supporting Inclusion and Choice
Community participation is more meaningful when the individual has a genuine opportunity to choose activities and develop relationships beyond formal services. Pennsylvania’s HCBS requirements emphasize access to integrated community settings, community life, personal choice, and opportunities to use community resources. Through appropriate support, CPS can help individuals participate in everyday community experiences while developing skills and connections that matter to them.
